The school district shall provide a free appropriate public education and delivery system for qualified disabled children in need of special education.
The superintendent shall have the ultimate responsibility to develop administrative procedures and practices necessary to identify, evaluate, and provide appropriate special instruction and services to students who meet the criteria to qualify for special education services as provided in Minnesota and federal law.
When appropriate services for qualified disabled children require or result from inter-agency cooperation, the school district shall participate in such processes in compliance with law.
