Each and every school bus owned, leased, contracted, and/or operated by the school district may be equipped with a fully-enclosed box for placement and operation of a video camera and conspicuously placed sign notifying riders that their conversations or actions may be recorded on tape.  Video cameras should be rotated within the buses for the purpose of monitoring student behavior and the videotapes may be used to support bus drivers’ reports and to enforce the school district’s bus safety policy and procedures.

The superintendent shall notify students, parents/guardians, and staff that such video surveillance may occur on any school bus and that video recordings may be used as evidence in disciplinary action brought against any student, arising out of the student’s conduct on the bus.  This notification shall include a copy of the district’s bus conduct rules.

Videotapes should be viewed by school district personnel on a random basis and/or when discipline problems on the bus have been brought to the attention of the school district.

Videotapes should be released to the public only in conformance with Minnesota statutes.  The school district should provide a written summary of the taped incident(s) upon written request for a student’s parent/guardian.
