Rules of order for school board meetings shall be Minnesota statutes where specified, specific rules of order as provided by the school board consistent with statutes, and Robert’s Rules of Order (latest edition)»for small organizations, where not inconsistent with above.

A majority of the voting school board members shall constitute a quorum for the transaction of business.

The school board shall function and conduct its business as a Committee of the Whole. The school board may authorize an ad hoc committee to study an issue. The committee will be dissolved when the task is finished and a final report is accepted by the school board.

School board meeting agendas shall follow a regular format which includes a call to order, consideration of minutes, financial reports, administrative reports, old business, new business, provision for public expression, and committee status reports. The agenda shall be prepared by the office of the superintendent and delivered to school board members in a timely manner.

Members of the school board have binding authority only when acting as a school board legally in session, except where specific authority is provided to school board members or officers individually. The school board is not bound by an action or statement on the part of an individual school board member unless the action is specifically directed or authorized by the school board.

The clerk shall keep and maintain permanent records of the school board, including records of the minutes of school board meetings and other required records of the school board. Minutes of meetings shall be available for inspection at the administrative offices of the school district and shall be published once in the official newspaper of the district within thirty (30) days of the meeting at which the proceedings occurred. Published minutes may be in summary form and should be noted as such. Minutes of a school board meeting shall be approved or modified by the school board at a subsequent meeting and permanently filed in the superintendent’s office.
